What are dream villagers?

I've seen people talk about their dream villagers a lot, I don't know what that means though. Can you get any villager you want to move into your town? Could someone explain to me what it means?

Dream villagers are villagers which a player wants in their town. In order to achieve their dream villager,another villager has to move out of your town. Then, you can go on different animal crossing forums who have posted something about a villager moving out. A day before the dream villager leaves a different town,the player must travel to the specific town and talk to the villager and convince them to move in. If successful,the villager will move into your town a couple days later.

Basically what YelloMelon said, but there is another way for players to get their dream villagers. If you have their amiibo card and an amiibo reader for old 3DS and 2DS or the new 3DS and 2DS have them built in, you just talk to Wisp and get them to move into your town. So, if you had all your dream villagers cards you could just invite them all through this way, but it is up to the player if they wanna wait to get them natural or from other players or just use the amiibo cards to get them faster. ?
