Downloadable content (better known as DLC) in New Leaf describes items distributed by Nintendo's specialized item servers. New Leaf takes advantage of distributed items that can be downloaded to the Nintendo 3DS either by actively accessing item servers over WiFi or by using SpotPass, which passively downloads content to the console when the game is switched on or left in stand-by mode.

Local WiFi Content[]
From June 1st, 2013 to June 20th, 2015, North American users were able to access downloadable content by visiting the Post Office and asking Pelly or Phyllis "about a present" while connected either to a home WiFi signal or a non-Nintendo Zone WiFi signal at a retail location or other free WiFi spots. Once received, that particular player could not receive it from the Post Office again.
From June 21st to June 30th, 2015, North American users received a 004-3003 error (unable to connect to the server) when trying to access local WiFi downloadable content. Starting July 1st, Pelly or Phyllis informed the players that the content servers were no longer accessible.

Best Buy Nintendo Zone Content[]
Between June 16th and August 10th, 2013, Best Buy stores in the United States that hosted Nintendo Zones made four pieces of exclusive furniture available, one every two weeks. Players simply had to go to participating Best Buy stores, boot up their games, and visit Pelly or Phyllis in the post office. Instead of receiving one of the above Local DLC items, they would receive one of the following items, depending on when they visited Best Buy.
During the weeks these items were available, users in the United States who modified their home networks to have the SSID "Bestbuy" could download the items during their availability periods.

On August 7, 2013, Satoru Iwata announced the release of special items in the U.S. through Nintendo Zones. By visiting a store that hosted the Nintendo Zone and visiting the Post Office in Animal Crossing, players could pick up the following items on the days indicated.

Spotpass DLC Re-release[]
Since February 2014, North American Nintendo Zones began re-releasing the Downloadable Content items provided since June 2013. Each month saw the release of the next DLC item in the list (Rainbow Screen in February, Palm Tree Lamp in March, Fireworks Table in April, etc.)
Japanese "Exclusive" Item Distribution[]
A letter released via Spotpass on January 25th stated that North American Nintendo Zones would begin distributing Japanese-exclusive items every two weeks, starting February 1st. The first item revealed was the Red Ogre Mask.

SpotPass Content[]
As in City Folk, a number of items were distributed passively to New Leaf using SpotPass in a similar manner to the now-defunct WiiConnect24 service. If SpotPass content is available, the player will find Pete waiting for them outside their home and will automatically deliver a letter containing a special item attached to it; should the player's letter inventory be full, it will be placed in their mailbox instead. Like the WiFi DLC, each item has a particular date range during which the item is distributed, and players can only obtain each item once.
