Flora is classified as an ostrich villager since it is the base shape that her model uses, but more specifically she is a flamingo as indicated by her hot pink coloration and large flamingo-like beak, which curls downwards at its end instead of the ordinary straight beak that most ostrich villagers have. She has round, black-dot eyes and a white, heart-shaped face pattern, with white legs to match. Her beak starts as magenta while the end of it is black. She has one pink stripe on each of her legs, and the feathers of her arms and tail have markings that are a darker hot pink, magenta, and finally fading to light pink. Her initial shirt is the Gumdrop Tee.

Peppy villagers appear to be in a good mood often and are easy to become friends with. As a peppy villager, Flora will have the tendency to over-react in conversations about trivial subjects, and will usually be over-excited to see the player or other villagers. This villager, like other peppy villagers, will rarely be discouraged from doing anything, including the usual hobbies. Peppy villagers dream of becoming famous in the future and read Ms. Nintendique, an unseen magazine read by snooty, normal, and other peppy villagers in the Animal Crossing series. Peppy villagers will also have a very short attention span, which means they soon forget some arguments or tasks given to the player which weren't completed. Flora may easily get upset in conversation when the wrong things are said. She will get along well with other villagers, particularly lazy, normal, jock, sisterly, and other peppy villagers, but she may annoy and upset cranky and snooty villagers, whose personalities differ to hers. Due to the nature of peppy villagers, she may mention how "old" or "boring" cranky villagers are compared to her opposing, upbeat personality.
In New Horizons, Flora's house has been changed to appear outdoorsy, utilizing the meadow vista wallpaper and oasis flooring to create the appearance of an outdoor pond. Her house contains multiple flamingo furniture items which appear to be standing within a pond, as well as a campfire, a wild log bench, and a log bench upon which a portable radio rests. One of either a sleeping bag or a simple DIY workbench is also present. If given a stereo, K.K. Condor will play in her room.
